I believe this score was created with a version of Overture that had a meter change bug.
I looked at the file and I am sorry to report there is nothing I can do to fix the file, unless you really, really needed it.

Since both people in my house are down with COVID, I have a bit of extra time...
I was able to repair some issues by taking a bad-looking passage, lassoing it, copying it to
a blank measure in the score, then recopying to the original location.
May not work perfectly, but better than re-entry.
