Scale tool in Overture 4 (still love it) does not cover ALL staves in multi-stave score by dragging as it did in earlier versions. I must click at beginning of each stave. Hitting all notes only scales notes but not staves. How do I get all tracks and staves on page to scale without clicking each one separately?

You can't using the scale tool.
You can change all track sizes using Track Setup.
Hold down the Ctrl[cmd] key while setting % scale value.

BTW, you could not drag over multiple staves in Overture 4 to scale them, so I don't understand what you are referring to.
